Why is Pikachu allowed? Why is Pikachu "spooky"?

*Stares into the distance* I completely forgot that the Pokemon Trainer Club was a thing... oh man...
Trying to decide how lazy I am in regards to participating in this event.
Also to the person that asked why Pikachu is allowed, it already mentioned why in the article. Pikachu and Eevee are under "Costume-Wearing Pokemon", though I dunno when Eevee has ever worn a costume (not counting upcoming Let's Go games).

I'm no good at competitive battle, but if all you have to do is participate to get favorite Pokemon in shiny form, maybe I could embarrass myself for three battles anyway.
