Where did you get the info that a dub would follow "shortly after"? It wasn't mentioned in the press release you have linked

Europe, MENA and Africa is snubbed. Again. And that means it will be stream on Wakanim...with Russian subs. Sad.

I wonder how they are going to dub this, considering they've got Canada VA's they need to get back for reprisals, Viz usually uses LA now, and they already replaced David Kaye.

EMEA is Europe, Middle East and Africa so it will stream on Crunchyroll in all of europe

It's listed as sequel on MAL and the story takes place after the final act...

Because it isn't a sequel.

It's both. It's a sequel because it follows after the main series, but it's a spin-off because the characters from the previous series are out of focus.
