Re-word it a bit, change some character names, and say it's fanfiction. What they gonna do?

One day these fools will question themselves where is all the money gone after strictly trying to bend every single of it to follow their rules which certainly aren't mature enough to be applied properly.

Imagine posting a similar irrelevant dialogue that is similar to random manga dialogue and get DMCA-ed by it.
Not funny.

Not funny.

In this particular case, the person allegedly posted almost the entire dialogue text from multiple chapters of a manga. That is very different from posting a line of dialogue that happens to be similar to a line of manga dialogue.

It would be considered fair use or fair dealing in the United States and other countries with those doctrines. It would not apply in this particular Tokyo case.

I doubt the rule only made it out to be like that.

I think they'll target people who spoil and create a monologue/dialogue for the manga as well. People who rant about it on Twitter or something then post a bunch of text based on the chapter.
This kind of rule can easily be abused because of its vagueness.
It's similar to how they try ruling the posting of a single full page of manga either by camera shot or ripping it and is considered an infringement despite the deed was only to review/critique or advertise it.

Exactly. Things like quoting a single line or giving a description for the purpose of review or discussion don't seem to be the problem here. Posting almost all the dialogue strays into not needing to read it for yourself (or pay for it) because you've got the important parts laid out already.

That's overreach far beyond even strict companies like Disney impose. This ruling would be unconstitutional in any other court.
