Doesn't this only work in cases and countries where you are required to supply your ID prior to using the internet? I can't see how they're going to crack down on someone who goes by a different name and is using public WiFi to post.

You'd be surprised at what is actually provided to ISP and other services when you get online--even if you are trying to be anonymous.
The average person isn't going to be spotless and there will be a trail.
