I thought part 3 was already on HiDive. Guess not.

Perfect time to dub it like they did part 1 though.

^ I believe it was first announced with a preview screening of part VI's first episode in theaters.

Part 1 was only 23 episodes. TMS probably finds too much of a hassle to dub dozens of episodes for Part 3 and the remaining undubbed episodes of Part 2

Part 1's dub was made specifically for Part 1's 50th Anniversary, and since it's shortest of those first three that wasn't fully dubbed, it was also the most cost-effective dub to produce; it's not even two whole cour long. That's why the rest of Part 2 hasn't been dubbed yet & why Part 3 likely won't get a dub: Because they're both too long to be worth dubbing, from a cost perspective.

It's better to just put that money towards dubbing more of the Lupin movies & TV specials that hadn't been dubbed before, instead, and this is all TMS' money. Hidive, Sentai, & Discotek have little to nothing to do with these dubs.

Outside of Babylon, Episode 0 & Eternal Mermaid, those three Discotek paid for themselves.

With the exception of Part 1 (which was confirmed to be anniversary-related like you said) and Lupin Vs. Conan, TMS seems to only care about the latest entries as far as dubbing as concerned, same goes for the Conan movies that have been coming out.
