Probably because only an incredibly small number of people would be interested in going to see an English dub of a Miss Kobayashi's Dragon Maid movie

How do you know? |
Do you have a better reason for why they would consistently not do English dubs? Do you have data on the legion of Dragon Maid fans who specifically love the English dub that's only remembered because of a couple controversial localization choices?
The simplest possible explanation is the explanation that applies to anything a corporation does: if they think it'll make them money they'll do it, if they think it won't make them money they won't. Can we know that for certain? No, not unless we're a higher up at Crunchyroll. But in the absence of evidence there is no compelling reason to believe there's any other explanation beyond "this isn't worth the effort for the dozen and a half people who would show up"

If they can dub TV series which are much longer and less profit then they can dub a movie. Anime movies can just have weird releases I've noticed. It seems companies dealing with movies is just very different. I think its more an issue of time than money. Perhaps they want to get it in theaters as soon as possible after the June 27 Japanese release. It will most likely be dubbed later.

Dubbing a TV series or movie for release elsewhere is a very different thing from putting a dubbed movie into theaters. Again, you need to keep the logistics in mind, and the simplest explanation is that they determined the logistics of distributing and securing space for a dub of the Dragon Maid movie was obviously not worth the time, manpower, and cost involved. Because yeah, the market for "knows what Dragon Maid is, is interested in watching it in a movie theater, but needs to hear them speaking English" is likely incredibly niche; this isn't a One Piece or Dragon Ball movie

Expect it isn’t just the Dragon Maid movie dub they aren’t dubbing. Crunchyroll has also either quit dubbing or delayed dubs for anime movies for other popular shows. Like they took almost a whole year to release the dub for the Sasaki & Miyano movie and they have yet to dub the movies for Laid Back Camp, Gridman Universe, and the final Free movie. These are all popular shows and some of them don’t even have any dubbing controversies and they debuted directly on streaming and not in theaters but still have not received dubs.

I hate to break it to you, but the dubs for all of those are probably also not particularly popular, since anime fans in general have become more conditioned to just watching subtitled anime on streaming services. There are still those who cling to English dubs, but likely not at a high enough volume for all but the highest profile productions to make it worthwhile to release them theatrically (on time or at all)

The Crunchyroll CEO recently said dubbed is watched more than subbed in every country. It seems your really underestimating the popularity of dubs. All these anime are popular enough to warrant a dub.

No comment on whether or not Crunchyroll should dub it but Dragon Maid is definitely in the category of niche anime I'd only be interested in watching in Japanese with English subtitles so I will hopefully be seeing this should it make it to Ottawa theatres.

Also the only people who still care about that one line in the s1 Kobayashi dub from nearly a decade ago is conspiracy theory people on YouTube who make complaining about cartoon voice actors on Twitter their entire personality and the average anime watcher doesn't care.
