It definitely wouldn't be considered safe for kids in the age range in that video in the US.
Any injuries reported in Japan associated with those toys?

Parents shouldn't be letting their kids play around in water without supervision anyway, so I see no problem.

Geez, all it takes is some vinegar and baking soda to get a toy boat moving on water. Or even just soap.
