Mine would probably be from Here is Greenwood. When Shun ask Shinobu to do something about the ghost in the dorms, and he replies "what am I, a Ghostbuster"

mine would be in lucky star, episode 11, when they all get shocked at the classroom door; and when konata wants to open it, kagami shouts no. Konata just says yes and opens the door without getting shocked, it sounded so lame when they yelled: "NO! Yes!", that i still have to laugh about it

It is hard to pick, but I guess in Clannad when Tomoya mastered "switching the person you are talking to" with Fuuko. Even Tomoya had a hard time stopping himself bursting out in laughter watching his prank.
Tomoya does a bunch of great ones though, notable mentiones being juice up nose and him imagining transforming Kyou (which actual made him burst out laughing  ).

i think so far its about the scene @ Full Metal panic Fumoffu spoiler[where Sagara is fighting the triplets on the martial arts club. when he first fought the first guy. This was supposed to be a serious moment, then the guy started to attack Sagara but before he even got the chance to attack, Sagara pulled his Shotgun and shoots him in the face and shoots him twice more in the body while lying down. And Sagara declaring he wins while Chidori Slaps him hard. ] I just thought this is the funniest scene so far

There are so many in Azumanga Daioh but I guess the best has to be Yukari knocking over Chiyo-chan in her penguin suit.
from Chiyo's giggling entrance to Yukari's stunned expression to the sudden push to chiyo chan rolling around on her back helpless, it's all so wonderful absurd and perfect. Whenever I need to be cheered up I can watch that episode and end up smiling. |

Every time I see the MRSP on box sets titled with "Season # Part #".
That aside, moments which made me laugh out loud include: Pani Poni Dash - When Becky says "Shut your cakehole, cowlick" to Himeko. Strawberry Marshmallow - When Miu is seen face down on the floor. In addition, the restaurant scene continues to make me laugh. Nuku Nuku - This series parodies the mecha genre with washing machines and other appliances, but I nearly died laughing when a chocolate bar was included on the list. Azumanga Daioh - The scene showing Chiyo's expression after riding in the Yukari-mobile for the first time. Those stand out the most, though I do find myself chuckling quite often. |

Lucky Star has so many unbelievably hilarious moments, but if I had to choose one it would be in episode 12. Poor Kagami naively purchases a manga for Konata that is titled spoiler[“Dripping Brigade Chief and the Naughty Captain”]. The look on Kagami’s face is priceless, in addition, the mental picture created by such a title keep me chuckling for days.

I'd go straight for Eiko Magami fighting the aliens from the Lepton Kingdom of Alpha-Cygni, in Project A-ko. Hilariously over the top.
Some things never date, even 24-year-old anime.

Lucky Star! I think it was either episode 3 or 4, where Konata was playing a video game. "Oh, a loincloth." And the way she said it with a straight face and all. LOL.

Hayate the Combat Butler, episode 1, Hayate's crisis of consience. I've seen the ol' Angel/devil on the shoulder routine played for laughs before... but this is the first time I've seen the angel suggesting something evil and the devil trying to talk him out of it. I would blame that moment for me continuing to put up with Bandai's poor handling of the series.

What about when Hayate spoiler[punches out jolly ol' St. Nick?] That got a good rise out me. The talking panties episode in Magikano was pretty hilarious as well. "Take your time, I'm perfectly fine right where I am!" or "I love having my back prickled!" 
A more recent one would be My Bride is a Mermaid ep 6. The fierce showdown between Sun and Lunar turns the school into a post-apocalyptic battleground reminiscent of Mad Max as well as the debut of Sun's riotous 'Song of Sleep.' An "unintentionally funny" scene would go to Dragonaut: "These things aren't just monsters, theyre DRAGONS!!!!" Well... thanks for that correction busty-woman #3 or 4.

It's really hard to pick a favorite there is a few. I remember the scene in Gurren Lagann where spoiler[Rossui first tried Nina's cooking] the sheer randomness and chagrin of Rossui's face had me in stitches.
Any number of Excel Saga moment's could also qualify for a start the bit on the top of the mountains where excel gets spoiler[ fried by the laser of randomness just as she's about to succeed for once despite all the hardships.] As you have probably guessed I love spontaneous excessive randomness. And anime is a fertile ground for that certainly. Slayers is also another series that has had me in stitches. When Amelia first appeared and spoiler[jumped down of that tree right into the face of the person she was supposedly saving I laughed so damn hard same when philionel first faught. Pacifist Crush FTW!] |

My personal favorite is in Kanon (2006) when spoiler[Makoto denies Yuichi's claim that she's not an adult. Yuichi then casually and smoothly asks her with a strait face and innocent manner if she can pick him up some porno mags on her way home from the store and gives her buying tips and some money. She, unknowingly, tries to do what he says and totally falls for it.

The scenes where Tomoya messes with Fuko in Clannad are also highly amusing as others have pointed out already. |
