Should I just go ahead and accept that there will never be a reprint and I will never find the current DVD Collection anywhere under $400? Even finding places to download it is near impossible.

You would have better luck hunting down an import or waiting for some Blu-ray release. That title was one of the unlucky bunch that fell to the depths of Amazons delusional price hell a few years back. Maybe it was because of scarcity, or the fact vendors know they can capatilize on fans nostalgia, but one thing is for certain: there is no way its worth that price.
I'd also be weary of those three sets listed on Amazon. One of the reviews says they received a boot.

This is one show that will forever haunt me... see, I had the choice for 1 of 2 limited this-Christmas-only boxsets the year this released... Ronin Warriors and Escaflowne. And I picked Escaflowne. I thought, 'no one watched Ronin Warriors much, I can get it cheap later.' *bangs head on wall* At least I can take solace in knowing my fiance has the singles, so I can still see it.
On that note, you might try getting the singles instead of the collection. It won't really be cheaper once all is said and done, but you don't have to take the hit all at once and you can largely avoid the bootleg issue. There's no content difference, so you don't have to worry about that.

well if you just want to watch it check out your local libraries you never know what they'll have. One of my local Libraries actually has all the Ronin Warriors DVDs.
