GREAT NEWS! I don't know how the story goes beyond the Season 2 anime (Vol #5), and I certainly don't know what or how Vol. 16 ended. And don't want to know until either more anime is produced or all the LN's are translated.
Either way, since this is set several years after 16, I hope it comes to a definitive conclusion as to what happens to the HoroxLawrence relationship (hopefully a good ending).

All things considered, that's pretty fast. I'd love it if the novels came out faster, but it's just about the best that any light novel series has done in the US in terms of both speed and number of volumes published. Most have petered out and never been finished. If Spice and Wolf continues like this, it will almost certainly be the longest light novel series to ever be fully published in the US, and one of the few which actually gets finished. The only other one being published with any speed or consistency at this point is Haruhi (and it's definitely not as long as Spice and Wolf at this point).
The other thing to consider is how the speed of publishing affects sales. It could be that they could publish 5 books a year just fine but that having the books be released that close together would actually harm sales. Yen Press needs to make sure that they publish Spice and Wolf at a speed which is sustainable. Too fast or too slow could adversely affect sales and result in the cancelation of the series in the US.
I'd definitely love to get the books faster than we are, but at this point, I'm just grateful to be getting them at all. Thus far, I believe that every light novel series published in the US which was longer than 3 volumes has been canceled before completion, and it's not like there have been many at 3 volumes or fewer which have been completed either. So, to get a light novel series published in the US at all is fantastic, let alone have it published regularly.
I'm just hoping that they'll actually manage to publish the whole series. Faster publication would be nice, but actual completion is what I'm most concerned about.

It's not that they don't want your money; it's that there's not enough of you.
(Unless y'all wanna compensate for the lower count by paying substantially higher. )
Light novels take longer to translate (more words) and thus more expensive (more labor hours) but fewer buyers (less income rate to pay for all that cost). That's why they have to let each volume marinate longer before spending for the next one. Money can't be going out too fast for the money going in; otherwise, you'll burn thru your reserves quicker than you thought.

not to mention two books a year releases are actually pretty good in North America. I know many books in multiple age ranges where I've waited over two years for the next book, even if the book is within the same page count and reading level as the average Japanese light novel. the way I'm use to buying text novels makes two per year seem speedy.
