Yeah I was thinking the same thing.
Anyone know what accounts for these fluctuations? How come it's always in and out of the ratings?

In this case the reason is because Doraemon and Shin-chan didn't aired.
Normally the reason his people interest and time(because it airs in TV not a lot of people have that necessity of seeing the entirety of the series).
