Vol 28 chapter 245. Though I suggest you also read Kakashi Gaiden which starts right before part 2 -- the last half of vol 27.

Yes, definitely read the Kakashi Gaiden! That's the one part of the manga that I cannot wait to see animated. If the Kakashi Gaiden wasn't in there, then I really wouldn't care about when the fillers end, but with the Kakashi Gaiden.... ughhh!!!!! It's amazing!!! If there's one thing I love about it, it's that it's short and sweet, unlike any other arc in Naruto.

I have found part 2 to be somewhat boring compared to part 1, but that is only my opinion. It just hasn't flowed as well with me. Does anyone else feel that way?

It will be more like 4 years (maybe more), unless they decide to stop running it in their Shonen Jump magazine.

You're not the only one, many Naruto fans, even the hardcore ones have expressed disappointment and concerns regarding the current direction of the plot.
Naruto is just not as cool as it once was, even in Japan wherere the volumes that encompass part II's chapter received the lowest of ratings in the history of the series, last time I checked JP amazon, volumes 34 & 35 have recieved 2/5, which is pretty bad.

I've been a long time fan and even the artwork seems to be getting worse and worse. Maybe he is finally getting tired ot the same old characters. In the latest chapter, 327 I believe, I didn't even recognize Ino, and would not have known it was her if Shikamaru did not say her name. It's just sad really because it used to be such a great story and now I am beginning to not even look forward to thursdays anymore.

It's true that the artwork is somewhat degenerating. I've been noticing more of his artwork and comparing it to earlier volumes, and have noticed less intricate details on the character design and on the overall motion of the characters.
As for the plot, it's true that it isn't as exciting as it used to be, but no so much that I dread Thursdays. I really don't look forward to Thursdays either (pretty much indifferent, seeing as how I haven't even read the last 3 chapters of the manga), but I feel that it's really only been this arc and the previous one concerning the whole deal with Sai and getting backk Sasuke that have dragged on and been a tad boring. Before that, I enjoyed the Akatsuki arc, where it's Naruto and Kakashi vs. Deidara and Sakura and Chiyo-baa-sama against Sasori. And, the Kakashi Gaiden was amazing, or at least I thought so. I think that after this current arc, Masashi Kishimoto will start his final arc or so. I mean, it shouldn't take too long for Naruto to perfect his ultimate technique and then go up against Sasuke/Orochimaru and Akatsuki.
