This may be a really dumb question, but since I'm not in the U.S. until the 10th, is it possible to buy the pre-order DLC after the release or do I literally just have to buy the game while I'm still in Japan if I want Sarada/Boruto?

I'm pretty sure you'll be able to buy the dlc separately. Though it might be at a later date.

They have already set precedents of NOT doing this:
Naruto had a DLC Goku costume in Ultimate Ninja Storm 3 that was never made avaliable beyond Pre-Order/Day 1 release copies,and in Storm Revolution,there were swapped costumes for Naruto (dressed as Sasuke) and Sasuke(dressed as Naruto) that,again,were never made avaliable beyond pre-order/Day 1 release copies.

the pre-order DLC of Boruto, Sarada and Hokage Kakashi are ONLY available when you pre-order, according to NBGames they will NOT be available after launch
as for the other stuff such as The Last versions of Naruto, Hinata, Sasuke and Sakura they are early access and can be unlocked in the game anyway
what i suggest is if your from America and on holiday (i'm guessing so by your post) then pre-order the game on Amazon.com (as you can do this anywhere in the world) and have it delivered to your house and it should be there by the time you get home
as for the DLC it's e-mailed to you apparently so you can use it when you get back as well
