Despite my eye condition in the right is quite unstable, I didn't suffer seizures in the Porygon Episode.

However, I can understand why everything is changed, they don't want another Dennoh Senshi Porygon problem.

In fact, ever since Porygon, you can see any impact flash in an imported action-toon artificially "darkened" by turning down the brightness/contrast level, when it shows on US TV, just to avoid any hint of the same bright strobe flash.
It started with just darkening every impact on the rest of the Pokemon episodes, just in case, and spread to just about any game show syndicated by 4Kids.

I saw that episode a number of years ago, kept it windowed instead of full screen, still had a bit of a headache but apart from that was fine

Porygon 2 and Porygon-Z were never shown in the anime because of that first Porygon episode, right???

That really sucks, kinda. I mean, why create the evolutions and not air them??? They may as well not even exist. Confused

I forget, is this the reason that a lot of scenes in anime are dimmer? I always hate that. One minute everything is bright, but in the next shot or so the screen is darker and then it brightens again.

Honestly, I think that's kind of a good thing. Have you ever watched an older thing that did that on an HDTV? It invariably looks terrible.

There still in the games and a lot of people play those.

Is that why anime these days don't use that weird effect for sunsets reflecting off of water that was used in older anime, like Patlabor 2? A shame; I loved those.

I've also seen more recent animation where the screen will get noticeably darker during a hectic action scene. I've heard that this is related to these regulations. (I'm trying to remember specific examples, but the only thing that comes to mind is some of the ufotable Fate stuff.)

Nah. We were being told not to sit too close to the TV back in the late 60's/early 70's.
