Takagi is part of the police force, not the police academy. Sato as well.
All the characters depicted appeared in Detective Conan first, but the spin-off about the past of Furuya, Date, Hiromitsu, Matsuda and Hagiwara in the academy did not include Sato or Takagi in any meaningful roles. (And it contradicts the timeline of the main series quite heavily, making it almost non-canon by default, but that is neither here nor there). Aoyama already teased Movie 25 during last year's "Let's Talk with Gosho Aoyama Day" in January 2020, when he told the audience the next movie would be about "Takagi and Sato", with "those five characters" also appearing. And in the teaser too has Takagi and Sato say they are the main characters, with Amuro and his dead friends being extras, so I wouldn't expect them to have much screentime (especially with four of them being dead). |

I am ALL IN on a takagi and sato movie! Maybe it will be their wedding or something (let me dream K). They are a good couple and it's always great to see them doing more stuff.
