Overall I'd say it looks somewhat better than the first season, but I'm still not holding too much hope here. I think this one is just gonna get carried by the VAs and music again. Plus the fact that it's 15 episodes this time shows to me that the working schedules weren't great either, even if it's split.

That's just the reality of both the anime industry (I think Graphinica and Yumeta Co. working on Muv-Luv and Tokyo Mew Mew, plus any outsourcing/post work might have hampered production a bit) and Netflix and their unrealistic expectation on producers.
