Can someone please explain this to me, I keep hearing people talk about them finally dubbing the Final Chapter, yet this site has listed English cast credits and CR lists every episode for the Final Chapter as dubbed for some time now.

Seriously can they just tell us the release date of the second half of part 3, like come on is it coming this October?!

This is referring to the special that aired in Japan earlier this year. What you probably saw was listings for The Final Season, which was split into three parts. Parts 1 and 2 of The Final Season were 1 cour each, and Part 3, itself titled "The Final Chapters", consists of two 1-hour specials. This is the first of those two specials, essentially being "Attack on Titan: The Final Season Part 3 - The Final Chapters Part 1".
Don't worry, this has been confusing for a lot of people.
