I was thinking Arakawa might not allow anime until manga is close to the end.

Nah, that's just the English translation being more flowery. Original term here is "Yomi" while Yu-Gi-Oh's Shadow Realm was a 4Kids invention but there is a Yami no Sekai at one point which is World of Darkness.

As much as I love Arakawa's works, it feels like at this point they are hell-bent on adapting everything she has written instead of more Silver Spoon.

*sad noises*

It's pretty obvious that they don't - the real-life agricultural edutainment theme of Silver Spoon is tough to sell to the modern anime crowd than Yet Another Generic Theme Fantasy Isekai With The Long Title Name #9001, especially for the big shots of Aniplex - let alone that means they need to bring it back without rebooting they need to assign A-1 again - which is already oversaturated with whatever their parent company throwing at them like to the garbage can. So as long as it is, I already accepted that they not bring Silver Spoon back if some miracle not happen somehow.

At least Hyakushou Kizoku actually existing and still getting more episodes, even if outside of Japan it has zero existence of legally watching - outside the first season licensed by REMOW.

And, to be true, in the "yomi no tsugai" name, both concepts (yami and tsugai) hasn't been quite explained by Arakawa. The later ones are spoiler[supernatural being who are always in a pair, usually tied to a human master, who sometimes are mistaken for demons or deities], but that's all so far.

Also, isn't Arslan still in the works and the anime stopped?

The Arslan anime adapted exactly 3 volumes before switching over to adapting the books, with material removed on top of that. Especially in S2, which went through 4 whole books, not LNs but actual novels, in just 8 eps. Typical Liden Films and 3 times as fast as either LoGH anime. They buy name value and then run it into the ground. Juushin Enbu: Hero Tales adapted about 3 manga chapters and even those with bad changes before going anime original, as it too had no manga to adapt due to starting so early. Those 2 anime are Hiromu Arakawa in designs only.

Silver Spoon could have finished with just one more cour, as it was already skipping chapters but don´t hold your breath.

Silver Spoon was always a tough sell due to it's subject matter, even before the modern appetite for sub-par power fantasy & isekai. That I am not denying, but seeing as studios seem very eager to animate most of what Arakawa has made, it's odd that they never went back to complete it. It would only take two cours to finish the rest of the manga.

I'm sad for Silver Spoon too, but at the same time I'm happy they're animating her new manga too!

Maybe that would have been the case 15-20 years ago, but the way anime is adapted has changed a lot since then; anime adaptations of shonen manga are no longer afraid to run for only one or two cours at a time and take a break from airing, rather than trying to keep up with the manga and then having to go off in its own direction when that fails.

More on topic, I'll admit that I haven't read this manga yet, but since it's by Hiromu Arakawa I'll likely check out the anime anyway.

Also Daemons of the Shadow Realm has more chapters released at the time of this announcement than any her other manga that got adaptations. Hero Tales only had around 3-6 chapters when it's anime aired, Fullmetal Alchemist and Arslan had only around 20 chapters when their anime started running. Daemons currently has 42 released chapters and the anime hasn’t even come out yet, so it’s in a much better position than any of her other anime adaptations, with the exception of Brotherhood and Silver Spoon, but Silver Spoon was weekly, and Brotherhood was the second adaptation.
