She was in episode 2 as the same character, actually. It didn't seem all that out of the ordinary for a notable VA to play a background extra with a single line, since S1 did the same. Still, very few of them were stuck with one line.

That's what I got from it, the font on her shop definitely feels reminiscent enough to be a shout out to the series (that and it's heavily American-themed, and the series loves cribbing American, or American-adjacent, media).
She's definitely coming back though.

I assume it's either because it wasn't revealed after (afaik, the only characters given any credit are the main characters and the boy angels; even Corset got regulated to an uncredited "additional voices" label in the dub credits before it was revealed Keith Silverstein took over the role) or they just didn't bother
