Well at least they are doing something right by rehiring the old hands.....but it was already something to be expected though

As I said in the other thread, there aren't going to be any more than 10 chapters of the Saki Achiga manga published by the time the anime hits the airwaves.
If they're going to do a mainly-filler season, why not do it with the characters that the fans already enjoy? I honestly do not care about Haramura's old middle school friends, and considering how they acted during the prefectural tournament, I'm pretty sure they suck at Mahjong.

It's not like they're actually in a position where they need manga content. Consider the timing here; they're announcing the anime now, but they've obviously been working on it for a while. It's more like they decided to produce the spin-off manga to help raise awareness about the coming spin-off anime; the anime was the main catalyst. So I guess you could say that the entire season is "filler" in that they created this entire spin-off franchise so they'd have something to animate (presumably as they wait for the main manga to advance further, for which they do want to follow the source). This way they simply reduce the risk of creating filler content that could conflict with the original work.
