City Hunter is my favorite manga/anime series so part of me would love to see this. Then again, I also flinch at the thought of how the mokkori and hammer gags would play out in live action and on stage...

Eh the Jackie Chan live action was pretty good imo, granted I saw it before I knew city hunter was an anime. So I would think almost 30 years later they should be able to pull it off.

Question is this suppose to be like some all woman trope , because Ryo and the dude in a suit Def look like women more so than the only woman on the poster .

Yes, they are. Their influence on manga and anime goes back a long way. Osamu Tezuka's mother was a fan and took him as a child to many of their performances. He became something of a mascot for them. In turn they influenced him - think Princess Knight. In his Beautiful Fighting Girl, Saito Tamaki categorises the lineage of cross-dressing anime, including Princess Knight, Rose of Versailles and Revolutionary Girl Utena, etc as Takarazuka anime. The troupe is particularly loved for its frequent performances of Rose of Versailles.
