I like hyouka and all but why does it seem like its a damn requirment to have a friggn pool/beach episode? Considering its a extra I shouldn't expect much (though maybe some good humor at best)

Like it or not, fanservice is the best way to sell an OVA. 1 episode is too short to tell any kind of meaningful story, and people view OVAs as things that can go beyond what TV shows.. which leads to expectations for fanservice.

Oooh...pool episode. I'd love to see Eru in a swimsuit, but I feel like the gang will be just running around the municipal pool in their school uniform solving some mystery. It should still be fun nonetheless.
