I know there are a lot of English-speakers living in Japan, but does Japanese television frequently air English-subbed commercials advertising an event like this?

Poor Tamako Market, already completely forgotten to the point its MC is mistaken for someone else.
It's not Chitanda on the CM, it's Tamako from Tamako Market. |

Yes, I'm pretty sure that's actually Tamako Kitashirakawa within that English-subtitled commercial. Eru Chitanda's eyes are purple instead of blue.

Just as everyone posting before me said, that's Tamako Kitashirakawa from Tamako Market, not Eru Chitanda from Hyouka!
