In regards to the German title, though it's accuracy is questionable, Google Translate said it means "black brands" in English.

I figured they could just use "Der Komissar" for the OP and be done with it.

I think that if you are going to use a German title, then it would make sense to use a German song for the OP/ED. However, it would likely be the case of a Japanese singer mispronouncing the lyrics (I will let it for English doing this since English has essentially mastered the practice of corrupting foreign word pronunciations/meanings).
