Probably not. The game engine isn't made by them in this case. Instead, it looks like they just took the Unity editor and engine and just skinned it to look closer to what RPG Maker users are used to. The Unity editor is designed to be easily modified by end users so that's probably just what they did.

If I've understood correctly, Unite isn't even a standalone editor like previous RPGMakers--you have to get Unity first, and then you can get Unite separately on top of that, like a plugin.
