Basically if I understand this correctly, this means that the upcoming manga will cover the same material as the next season of the anime (if and when)?

I find it odd that the encyclopedia doesn't have an entry for the 4th arc's manga adaptation.

Yes-ish. The commemorative illustration that was released alongside the season 3 announcement sorta hinted that they'll also cover arc 6, at least in part.

The problem with re zero's manga is that English release or even having an English translation is so hard, slow etc.
