Why did both of these series depict Shaggy as looking like a slightly hairy bishōnen? Shouldn't he be a goofy version of Rintarou Okabe?

Welp, at least Frank Welker and Matthew Lillard are reprising their roles. That's the least I could ask for seeing they are trying to kill the IP lately with bad decisions.

It's funny, right? It's like they're basically admitting that no one watches HBO Max.
Of course, maybe the reason no one watches HBO Max is because WB keeps removing all its content and selling it to other streamers.

They tried putting kid/family franchises on HBO Max, but found that people don't go to HBO Max for those
So, they're moving those types of franchises to other services, and turning HBO Max to what people watch HBO for

The quotation marks aren't necessary. It's being animated by a Japanese studio and directed by a Japanese director.

Because it's guaranteed money. They can get a license fee that recoups production costs without having to spend anymore to promote the show or hope it drives value. Linear TV is dying and a complete nonstarter for children. HBO Max isn't substantially better when it comes to the latter. This show on its own likely wouldn't do anything to change that. That said, I don't know if Tubi is exactly relevant with kids either, but being free means it's a much easier thing for them to access.
This isn't even a particularly new model for Warner. Their CW shows existed entirely off of sales to Netflix and foreign broadcasters. Then they tried moving that to bolster HBO Max, it failed to make waves, they subsequently sold the network and stopped producing most of those shows. Unsurprisingly, the new live-action Scooby series is for Netflix.
