So the PAL 3DS player is going to get the chance to play this game without any region unlocking gear (never heard of any for the 3DS) or importing from Japan. It's good news.

It's typical that we get the game before the anime adaptation (or manga original) even starts to make it's way into the English speaking world outside Crunchyroll and fansubs.

It looks like it could be the first good action Naruto game on a Nintendo portable. There was one game which broke the mold and was good but became tedious later, the rest... Hmm... >_>

The 2nd leak from the OFLC in a week (the first one being the unannounced uncharted game for VITA), while its good finding out about these releases, perhaps the OFLC should wait until a game is announced to publish its rating.

It's not the OFLCs problem at all, and they are not 'leaking' it. OFLC publishes information on all products they rate, otherwise they would be useless as a classification board.

The problem lies in why on earth are they (the games companies) submitting games to the OFLC so early, there is no real need to until a couple of months before a planned release.

Probably because they were scared on what the Australian Board would actually rate the game, so did it early, so they could make changes and still make it by the deadline.

Australian and the United Kingdom to some degree can be scary when it comes to ratings.

Why would Namco Bandai be scared of what the rating might be for a Naruto game?

Well, not sure what are the actual ratings systems for those two nations, but if the game received a more mature or adult rating, it would severely limit access to the game for those under age, which tends to be the primary market for the game.
