Please elaborate....I haven't heard of this before.

Also, how unusual is it for Japanese Blu-rays to be delayed? I wouldn't bat an eye if an American anime publisher pushed a release date forward. It's not uncommon over here.

Basically 2ch was doing all kinds of fake preorders to create artificial demand so they'd produce far more than would actually sell and they'd lose a lot of money. They've kinda gotten bored of doing that now though, but this may be done to give them a bit more time to gauge the actual interest so they don't create too many by accident.
