It looked great, but then I read "Seiji Kishi" and my hopes were destroyed.
Regardless of how good or bad the rest of the staff is, it's all but guaranteed to be terrible with him helming the project. He never has any idea of what he's doing.
Emiri Katou's character looks [expletive] adorable though, and that music... damn.

Well he is a chief director so that means his degree of involvement on this project can vary.For example Katsuyuki Motohiro is chief director of Psycho Pass but he was just involved in post production,but Shinichiro Watanabe is chief director of Space Dandy and he is in charge of everything expect for story-boarding.Which means that Kishi here might unnoticeable here.I certainly hope he is!
