I know of only one con that lets people transfer badges and that's Detour in Minneapolis. Usually it's no refunds so this is pretty cool.

This was probably due to more and more reports of sexual harassment (or worse) coming out of his cons, and people aren't comfortable going. I'm honestly surprised they haven't just shut down.
