Given the popularity of the DB franchise, one would think that Kai would have a higher rating.

That's great to hear! This film deserves so much more attention than it got in Japanese theaters. I'm assuming the academy award nomination had something to do with this? Or do the Japanese not care about those?

The Japanese probably only care about the academy awards if one their features wins otherwise I doubt it.

Ghibli films are often rerun on Friday evenings; about one every couple of months. If anything, the timing of this may have something to do with Marnie being released on DVD and Blu-Ray, as the Friday night movie slot is often used to promote newer stuff. For example, if "Captain Alien Superhero II" is opening in theaters on Saturday, it's a sure bet "Captain Alien Superhero I" will be aired the night before.
