I've got a feeling that the older sister is a robot and the younger brother helped build her,but that's my view. There are others who feel differently than I do. We'll just wait and see how it plays out.

I'd have to agree with Snomaster on this, unless somehow the Japanese title doesn't refer to actual clockwork. I'm going to hedge on the brother having created her, though, but at this point he could've just played sandman and stole somebody's eyes to complete her, for all we know.
