This is welcome news, now we know that all the money collected will to the KyoAni and not be grabbed by the government.

I could be wrong, but I do believe the tax on donations is to counter bribes and fraud, not a money grab for the government (see the disaster relief exemption mentioned in the article). I do realise that it restricts philanthropy for worthy causes, but I can also see where the system can be abused like in political donations. Very glad the Japanese government decided to do this, though.

From what I've read the issue is more that Japanese tax law has no specific provisions that treat donations differently from ordinary income. The exception concerns donations to local governments after natural disasters. That exception was extended to cover the KyoAni fire.
