Every time I see new Hetalia content I feel like I'm hallucinating. Even more awkward seeing how the last musical was called Final (or something like that)

That's because it was the last one for that Production Committee. But the musicals made lots and lots of money, probably the most profitable branch compared to the manga, anime and merch. So the new Production Committee was obviously not going to let this go.
Honestly, I always thought this was like dream come true. At the end of the last musical, the actor playing Italy specifically said "I don't want to say goodbye to everyone, so I will not. Ciao!" Ciao means hello and bye at the same time.
