I don't know anything about Tsukihime, but that guy looks a lot of Gilles de Rais from Zero. Is it the same character designer?

Yes, Takashi Takeuchi drew and designed both characters.
This short-haired Roa is an update of the long-haired Roa from the original Tsukihime and Melty Blood.

Not gonna lie, I miss Michael Jackson hair Roa. He looks too much like Zolgen with that hair.
