I don't think so, in my opinion Clamp just posted the cover to promote the Cardcaptor Sakura art and it just so happened that the anime announcement for KoiShima was on there.
The manga designs for KoiShima don't even look remotely like Clamp's art so I don't know why they would do the ones for the anime.

Yeah, CLAMP just posted because the cover was largely about card captor sakura. They have nothing to do with this anime.
