Seriously guys, this is HUGE. You have no idea how big of a deal this is when it comes to media preservation, and for a shoujo/magical girl series, no less! Now I really want to know the story of where those dubbed episodes were found.

Just a small correction:
Episode 28 HAS been released dubbed. It's episodes 29-52 that haven't been released dubbed yet.

So Full Moon was completely dubbed into English but only the first half of the series was made available to the public? That's sounds weird, but I'm happy the series will now be fully available in English.
That reminds that Full Moon received a Latin American Spanish dub back in 2023, the dub was done by Anime Onegai and they did an excellent job, they were even able to dub/adapt the songs into Spanish, not only the insert songs, but also the OP and ED songs as well, it helps that Mizuki's dub VA, Leslie Gil is a professional singer, she also voiced Atom in Pluto. By the way, the first 12 episodes of Full Moon are officially available on Anime Onegai's YouTube channel, both subbed and dubbed.
Did the English dub left the songs in Japanese or were they able to adapt them?

Viz's old release of the Full Moon anime in the 00s was a notable bomb, so the release stopped only half way through. The idea of the entire show being fully dubbed wasn't even 100% confirmed for the longest time, as some of the cast would swear that they dubbed all of it, but until this announcement there was never any definitive confirmation that anything beyond Episode 28 was in fact dubbed, since no one could ever find proof of anything beyond that episode.
Even AnimEigo, as of Otakon last year, said that they had exhausted all avenues they could think of & had simply accepted that only the first 28 episodes were dubbed, so them managing to locate the entire second half of the dub since then is a true-blue miracle.

That makes me wonder if there's more anime that received a dub which were not released to the public, because there were some cases here in Latin America where a dub was released some years after it was originally recorded, for example, many people were taken by surprised when the 2011 Hunter × Hunter anime was released on Netflix on August, 2023, with an official Neutral Spanish dub for the first time, and it was revealed that the dub was original recorded back in 2021 and it shows because the dub's director, Gabriel Ortiz, sadly passed away some months after the series was uploaded to Netflix.
There's also some rumors that Funimation produced a lot of Neutral Spanish dubs for the Latin American market which were going to be released in 2021 and 2022, some of the shows that were rumored to be dubbed included Code Geass and Gurren Lagann, but it seems those dubs' releases were canned due to Funimation's merger with Crunchyroll.

This entire time, I've always believed that the rest of the dub existed. There were way too many signs that implied that they did in fact complete the dub, just like Hikaru no Go, which was in the same situation. So I'm really happy to see that those lost dub episodes were located and will FINALLY be released to the public after all these years.

Last I checked, from what little I remember of the dub, they didn't dub the songs into English.
I notice ANN doesn't have a cast list for that Spanish dub you're talking about. I know there's listings on some fandom wikis, but those aren't considered credible sources.

Eh, I watched Full Moon's Neutral Spanish dub back when it premiered in 2023, and although I know that Fandom Wiki's aren't usually very reliable sources, in Full Moon's entry on the Doblaje Wiki, the images of the dub's credits for all 52 episodes do appear in the gallery. The reason why there's no info about the Neutral Spanish dub's staff here in ANN is perhaps because nobody bothered to add it. Still, the LA Spanish cast included:
- Mitsuki = Leslie Gil (Lammis in Reborn as a Vending Machine, Sachio in Megalo Box)
- Takuto = Ricardo Bautista (Subaru in Re:Zero, Mahito in Jujutsu Kaisen, Haruka Sakura in Wind Breaker);
- Meroko = Montserrat Aguilar (Tohru in Miss Kobayashi's Dragon Maid, Winry Rockbell in Fullmetal Alchemist Brotherhood's 2021 re-dub, Kanao Tsuyuri in Demon Slayer).

Assuming this came from Ocean, I wonder if they got a copy of the one episode of Mega Man NT Warrior Axess that Viz didn't give to Capcom when it came time to stream that dub in anticipation for the Battle Network Legacy Collection.

Yeah, this is correct. They may have been going off of MediaOCD's blog post, which has the same (slight) error. But having Viz's incomplete DVD release myself, I know 28 was included (they released 7 volumes of 4 episodes each).
It's worth noting that technically Viz did release the entire series streaming on Hulu from 2011-2013. They only had the subtitled version up at that time, but it had English credits, including dub staff. The fact that there were changes to the dub staff even into the later episodes seemed to imply that a dub did exist. I don't know why Viz didn't just stream it then. I'm really excited the full dub has actually been found and is actually going to be released finally. Definitely looking forward to owning the full series on home video in any case.
