I guess the manga author is against ending the Fyodor's arc as a villain and the producers chose the spinoff again. I think he has been the antagonist since season 3

They must have decided to give the Bungo Stray Dog fans something to enjoy while they wait for the manga to accumulate enough material for the anime to get a sixth season.
