how do you have a .5 game? Unless it's an expansion of a previous game?

It's a sequel to Touhou 9.5 and Touhou 12.5. This explains the numbering scheme for the games:

The first two of these spinoff games - Shoot the Bullet and Double Spoiler - were about a tengu newspaper reporter who takes pictures of battles and publishes them in the local paper. This is basically just a version of that, but updated for the way that people get their news nowadays. Laughing
