Naruto has been licensed (not sure if it's full license or partial) in Singapore by Blue Max.
Singapore is a FTA member of United States, thus the rule of US licensed anime should apply in both directions too...

Technically, people from any country are not supposed to download it whether it's liscensed or not. Practically there is no problem with it though.

Actually, legally speaking, it only matters if the country has a set of laws, or has signed agreements (WTO, Berne Convention, etc.) that require it to recognize international copyrights.

Its like Inu Yasha its to big for the groups to say ah ok we will stop subbing it.

Unless they got a full international license and are gonna be realseasing it in english and on TV here that doesn't mean anything for U.S fans.

More than likely, it'll be FUNimation who licenses it and treats the translations of the subs and dub with appropriate respect, and keept it true to its original like they have with Full Metal Alchemist.
4Kids needs to be kept away from as many anime as possible to keep them from destroying the storyline.

If 4kids lisence's it then were all screwed. Just look at what they did to One Piece. But Funimation on the other hand has good experience with long (more than the usual 26 eps) shonen titles and would probally do naruto good.

I can't remember the specifics, but I think up till episode 39 are available here already. Inuyasha too, up till episode 52 I think.
Off topic. Blue Max has also licensed Full Metal Panic! but not Fumoffu.

Actually, considering 4Kids' rep, One Piece was done fairly decent. Now, take Shaman King, and there you have a crappy dub
