I assume you live in US. Of course you couldn't find it at legitimate sources: it's not licensed yet.
If you can watch it raw:
1. Import directly from Japan e.g. Amazon.co.jp
2. Buy from legit importers e.g. YesAsia
If you can't, then:
3. Wait until one of those US licensors picks it up

While ebay is fine for finding good deals on legit R1 (or R2 for the UK) DVDs and they're not too difficult to find, it is extremely rare to find official R2 Japanese DVDs of anime on ebay. I find plenty of Japanese import games though . Kudos to you Sharetehe for wanting to only get official DVDs of Air even though they can't be found (yet) in retail outlets outside Japan.

If you are planning on buying this title, you might want to wait a few months for the Blu-ray edition. Although rumor has it that the source (besides the OP) is not HD, the price is not much different from most R2 box sets.

From what I've heard there is a new HD OP for the Blueray edition but the rest is upscaled (or whatever the term is)
The major disappointment I had with the original DVDs was the awful artefacts in the OP, but I'm not sure it's worth me double-dipping just for that when I don't even have a Blueray player yet.. (I do want a PS3, but I didn't even get my PS2 till they were long in the tooth)
