(Also, is there a reason artists keep drawing the boob-socks? I mean, I don't know much about art, but I know fabric hangs.)

It's "old" and all, it's getting more and more forgotten.
There was also the more recent "Phi Brain" (And it's 3 seasons) but I guess the interest for a new anime like that is getting renewed.
Too bad this one already seems fanservice-centric (seriously, this artist needs to know how boobs and clothes work) and it's already confirmed as an all-girl cast.
I really hope it's a short, since so far there's almost no info other than the main character design and the VA.

I think this is wrong. There is another Yuki Hasegawa, a comedian, who is collaborating on the scenario writing.
