Block posts from numerical usernames

Most every barrage of spam like the recent ones with university names in them come from accounts with numerical usernames like #888888. I realize that a couple of legitimate people here use those accounts, but the vast majority of posters have screen names. Might it be possible to block or otherwise restrict numerical user accounts from posting into the forums? It's been so long since I've registered that I don't recall how I named my account, but I've wondered how anyone ends up with a numerical username. It looks like a way to game the phpBB software.

IIRC it has to do with registering via facebook.

However, those with numerical user names can change to normal user names. While rather drastic, in light of the disruption, it seems reasonable to ask them to change their user names in order to post, or possibly in order to post during a set period or beyond a set number of posts. Apparently there are already rules that automatically send some new people to moderation.

Does anyone know if those University posts are in Japanese or are in some similar character set. What are they saying anyway?

The spam with university names are usually trying to sell forged diplomas.
