I'm really surprised that Kongou is that high. It's expected for a uniform that can be used for a dozen different characters like Love Live to be at the top. Then again, Kongou's uniform is basically a miko outfit if I remember correctly, so I guess anyone who wants a miko outfit could pick it up and not necessarily just for Kongou or her sisters.

Not quite, Kongou and sisters costumes have major differences from usual miko costume, like hakama replaced by a skirt (and Kongou have quite particular skirt which divides her from her sisters) and being sleeveless. So no, it's not really easy way to replace a miko costume.
