Least in this case it's not a production issue and is entirely because of the tsunami news the other week messing up the broadcast schedule by causing Monster Development Departments 2nd episode to be delayed by a week. Of course it also means that if Shikimori did have any production issues it probably wouldn't have the extra slot anymore for a 'recap' episode.

Shikimori's had a ton of production issues due to being worked on at the same time as Annoying Senpai.
