Has Chika's cousin (Junya Enoki) ever won? I have to think he must have knowing his talent and roles.

Not by himself, though he still has plenty of chances even next year.
Ironically, he got the award this year as part of an ensemble cast for JJK getting the Synergy Award - considering he's voicing Yuji.
