why this type of animation with akira's works specifically ? does akira asks for using it to decrease the pressure on animators and make animation easier ?

Toriyama doesn't just choose whatever happens to his anime IPs. Also, "CG is used to make animation easier and decrease pressure" is something I feel only people who never actually tried to make 3D animation before would say. It's not something that takes minutes to do, and in reality takes more technical prowess to properly make than 2D, depending on how you look at it.
