It's not uncommon to use regular mobile phones for this kind of applications, usually android systems are used since it's comparable easy to programm for, but they're not that cheap as well, even if you order them for professional use and in bigger amounts.
Since the 3DS includes all relevant gadgets like gps and gyro i think it's pretty likely that it was chosen because of it's cheap price. Does anybody know if they make some use of the 3D hardware? |

If it makes navigation easier, then I'd be all for it!
The Louvre can be pretty difficult to get around in if you want to see something specific. Their floor plans aren't really that helpful. |
