Actually, Miku's kit is that of a school uniform. The design was suppose to be a school uniform of the future. Kei had also submitted Miku in a present day uniform which was a pleated skirt, blouse, and blazer with a tie, but the staff at Crypton voted on the future design instead. A choice that proved quite successful.
